Ian H. Jones, MA (Oxon.), Barrister
Direct legal advice for your appeal
Ian is self-employed and works from his office at Holbrook Chambers, Leicester. He
was previously head of a local authority legal department, and his current self-employed
practice reflects this local government experience.
Unlike most other barristers, Ian now carries out much of his work directly for clients
rather than going through a solicitor (this is called “direct access”).
One of Ian’s main areas of direct access work is education, especially school appeals
(admissions, exclusions and SEN appeals). Ian has attended hundreds of appeal hearings
on behalf of parents, schools or as legal advisor to the panel, and has provided
training on the admission appeals system.
Ian regularly appears on BBC TV & radio and in the national press to comment about
school appeals and the admissions system.
Ian also undertakes a wide range of other direct access work (usually for a fixed
fee), as well as accepting instructions from solicitors. This includes providing
advice, drafting documents and attending hearings at all levels of courts, tribunals
and appeal panels.
Ian’s practice areas include:
Education (incl. admission appeals & exclusion appeals, pupil discipline, governors,
staff employment, school finance & property, SEN & disability, awards & grants,
Ombudsman complaints)
Employment (esp. school & church employment & discipline)
Housing (esp. anti-social behaviour & nuisance, homelessness)
Licensing & registration (incl. alcohol, entertainment, premises & personal licences,
taxi & private hire, appeals, reviews)
Planning, land and boundary disputes & rights of way
Local government law (incl. elections, constitution, standards, human rights, health
& safety, public health, appeals & committees, procurement & TUPE, data protection
& freedom of information, rights of way, environment, highways & sewers, community
care, complaints to the Local Government Ombudsman)
Benefits and social security
Charities & trusts (incl. wills, probate & administration)
Contracts
Negligence & personal injury
Burial & cemetery law & ecclesiastical law (esp. care of churchyards, memorial safety,
rights of burial, health & safety in cemeteries)
